This can come from internal tests (do I believe, do I covet, etc.), or from external tests (following someone's bad influence). The more that is expected of a person, the more difficult will be the tests he/she has to withstand. God sent tough tests to try the Israelites; for example: going three days without water (Exodus ch.15); or having to live adjacent to the very worst of the idolaters (Leviticus ch.18). In some cases, some of the Israelites did not withstand temptation (Judges ch.1).

They always did evil in the sight of the Lord; even though they confessed so many times that they would obey him; but they were never able to keep his commandments. That is why God sent Jesus to save them.

It becomes evident in the Scripture that no human or group of humans can keep God's perfect Law of Love without the aide of His Holy Spirit. Jesus was the only human to fully obey every jot and tittle of the Law because He was the first begotten and full of God's Holy Spirit. A close read of the promises given to the Israelites will show that with the exception of a relative few - Patriarchs, Prophets and few others - God's Holy Spirit was not poured out upon them. Indeed, the promise of the Holy Spirit being freely made available to mankind was not initiated again (was until Fall in Garden of Eden) until the 1st Pentecost, 50 days after Christ's Resurrection and 10 days after His Ascension. True believers in God's Church Jesus established on Earth, receive the gift of the Holy Spirit upon true repentance and baptism and following Christ's perfect example with this aide.
