It depends on who you ask.

Carbs are what gets your blood sugar up, so the less carbs the less insulin you need. On the other hand do you get more sensitive to insulin if you have a low glycogen depot wich can get your blood sugar dangerously low if you're unattentive.

Diabetics need the same nutrition as others, but I would say the Atkins diet is optimal for a diabetic IF you check your blood sugar at least twice a day.

Much carbs is a bit safer and less carbs is healtier
