You're a resident of the country in which you're currently living, as long as you're doing so legally (as a citizen of the country or as a foreigner not in violation of visa requirements - tourism visa don't count)

Based on dictionary definitions of the words "civic" and "ritual" and the given term's usage, civic ritual would have to mean a social norm or a set of responsibilities that a citizen of a country is obliged to follow. An example of this would in the USA would be voting, which is commonly regarded as a duty of the citizen. Perhaps being knowledgeable in the nation's history or government system would also count, because many people consider that something any citizen should do.

Black people today and in the past count as the whole person they are. The claim that they were worth 3/5 of a white person is not true. The Constitution counted them as 3/5 toward representation, which was a compromise between those who didn't want them represented and those who thought they should count fully.
