I'm not sure this will answer your question, but the European Coal and Steel Community was formed after World War II. Several countries in Europe, notably France and Germany, united to rebuild after the mass destruction of the war. This union would eventually evolve into the European Union, and the European Monetary Union (or Economic and Monetary Union; it goes by different names) This economic and political union helped to rebuild and unite the European countries who were still suffering from recent conflicts, and would also succeed in preventing intra-continental war.

Perhaps you meant the European Union? For a country to even be considered a candidate to join, they must be seen as a European or Europeanized country by the current members. For example, the US, Canada, Israel, Australia, and New Zealand could join for this reason as they are seen as Europeanized. However, China, Japan, India, and Uganda could not join as they are not seen as Europeanized. If they pass this "step", then they must swear to protect Europe and stand for everything Europe does; their primary goal is to protect and stand for Europe as a whole. This is usually done before becoming a candidate as well as being admitted. After this the process of candidacy starts. A country must first fill out an application which must be accepted by the Council of the European Union. Once accepted, the country goes on to being a candidate, where there are negotiations and talks about joining. If voting goes in favor for the country, the country will then acceed into the European Union and become a member.

People do not join the European Union, countries do. So there is no membership fee for individuals. In different countries some of the revenue collected goes to the European Union. However some countries receive more than they contribute. People benefit in many ways, like through more jobs being created. So you cannot really say how much it costs individuals as there is no standard amount and you cannot get an average and it is impossible to quantify on an individual financial level how much a person loses or gains by their country being a member of the European Union.
