How much does it cost per person to be in the EU?

People do not join the European Union, countries do. So there is no membership fee for individuals. In different countries some of the revenue collected goes to the European Union. However some countries receive more than they contribute. People benefit in many ways, like through more jobs being created. So you cannot really say how much it costs individuals as there is no standard amount and you cannot get an average and it is impossible to quantify on an individual financial level how much a person loses or gains by their country being a member of the European Union.
