There are only two Pokemon in the entire Pokemon series to share both the Water and Dragon type. They are Kingdra and Palkia. Kingdra is the third evolutionary form of Horsea, and Palkia is a legendary Pokemon found in Pokemon Pearl and Platinum.

i think that electric and water are terrible on dragon. I almost forgot that bug stinks against dragon too.
Fairy, dragon and ice types are super-effective (2x) against dragon types. Dragon moves are only super-effective against dragon types, but dragon types are also resistant (0.5x) against electric, fire, grass and water, so you shouldn't use those pokémon types. So it's recommended to use full fairy or ice types, which might also have dragon moves or you could also use half-types. Just keep the resistances in mind.
