If you need to jump start the car then the battery may be fully charged but it is defective and needs replacing. A full charged battery will read 12.6 volts at the posts with the engine not running. 12 volts indicates the battery is only 25% charged.
There are two measures, cell voltage and specific gravity of the electrolyte. Cell voltage is the simplest to measure. For most automotive, flooded cell (having liquid electrolyte) batteries, 12.6 volts is considered full charge, although it is typical to have 13 volts or a bit over. The specific gravity of a fully charged battery, measured with a hydrometer, is 1.265.
The easiest way to do this is with an inexpensive voltmeter available from Radio Shack, Fry's, Amazon, etc. The no-load voltage is only a little different from fully charged to nearly discharged. Depending on the exact battery you are talking about, the fully charged voltage might be about 1.28 or 1.3 volts, with a nearly flat battery reading 1.20 volts. Check your batteries when full and when nearly discharged and you will see the range. A much more crude test is to place the battery in a single cell flashlight and observe the brightness and color of the light.
With engine not running it should read 12.6 volts if it is fully charged. You will need a digital volt meter to check it.
I think the only damage you can do is unplugging it before it is fully charged
In an automobile the battery voltage is controlled by a regulator unit wired along with the battery. It limits voltage and protects lamps as well as electronic devices from higher voltages obtained when a fresh battery is charged to its full capacity. A battery is usually rated at 12 volts but when charged it may have a voltage of 12.6 to 13.2V. A regulator is also needed during charging by the alternator since at higher RPMs the alternator may deliver voltages in excess of 17 to 18 volts.
I don't think that charging a cell phone battery every night hurts the battery. It does not matter how long the battery is being charged. The battery is created for specified period of time and then needs to be changed.
