The splitting of the Roman Empire by Diocletian in 286 AD was primarily for administrative purposes. The tetrarchy system was introduced to share power and stabilize the empire. Diocletian ruled the eastern half while three other rulers (Maximian, Galerius, and Constantius Chlorus) ruled the western half, collectively known as the tetrarchs. This division eventually laid the foundation for the later division of the empire into Western and Eastern Roman Empires.

The Empire had become too large to control in a pre-mechanical transport and pre-electronic communications age. He split it into four parts, the two larger - east and west - ruled by their own emperor, the two lesser ones by a caesar. This gave each ruler a manageable area to control.

Diocletian began to reign A.D. 284 and once more revived the declining Roman Empire. He defeated the Sarmatians and Carpi during several campaigns between 285 and 299. Diocletian separated and enlarged the empire's civil and military services and reorganized the empire's provincial divisions, establishing the largest and most bureaucratic government in the history of the empire.
