The tower was built as the entrance arch to the 1889 World's Fair.

The architect, Gustave Eiffel, had a permit for the tower to stand for 20 years; it was to be dismantled in 1909, when the City of Paris would take over ownership. The City had planned to tear it down (part of the original contest rules for designing a tower was that it could be easily demolished) but as the tower proved valuable for communication purposes, it was allowed to remain after the expiry of the permit.

Before the project was approved, the Eiffel tower was meant to be a temporary construction. The proposed monument was controversed by a number of celebrities, but Gustave Eiffel won the right to exploit the Eiffel tower for 20 years, after what the income would fall back to the owner, the town of Paris.

Another temporary structure, the main exposition hall erected nearby, was praised by many as an exemple of know-how in metallic construction (it was compared to a metallic cathedral); it was dismantled in 1909.

At the same period, the tower was still controversed and there were projects to dismantle it, but it was left untouched.
