3500 pounds That is the bumper's max towing weight 350 / 3500 not the vehicle's. The 6 cyl / 4L has a capacity of 5300 lbs. The V8 is something like 6500 lbs (mine is a 4L so I'm not sure about the V8. With the right class III hitch you can pull much more than with the factory bumper.

The amount you can tow will depend on the hitch. You probably have a Class III hitch since it has a 2" receiver. The hitch manufacturer will include a rating on the hitch. Most Class III hitches are rated for towing 5000 pounds. They also are rated for putting 500 pounds of downward pressure on the trailer tongue. If you want greater towing capacity, you can add a weight distribution system to the hitch and it will increase you towing capacity by at least 50%. Check the documentation with your hitch to determine the exact towing capacity of your hitch.

I don't think so, given that the engine became computer controlled in 1996. I they are the same size they might bolt up just fine but I'm not sure how much work it would be to convert it to computer control. The Suburban and Silverado drive trains were almost unchanged from 1988 thru 1995 and 1996 thru 2000.
It's possible that a front grill from a 1996 Suburban could fit a 1992 Suburban with some modifications, as the two models may have slight variations in the grill design and mounting points.
