new pads should have full surface contact with rotors,as should old ones
You most likely need new breaks and probably rotors
all cars with abs breaks do this!! but if you feel it in the pedal then you have bad front rotors!!
Rotors on the front drums on the rear.
You will find that the front brake rotors are located behind the front of your wheel spindle, (behind your wheel and brakes). There you will see the rotors.
It's almost always warped rotors.
Take it to the shop.. Dont want to mess with your breaks and unless you have a machine you need to file them down also..
Front rotors on Citroen relay are always replaced in pairs.
( 2 rotors on the front ) one for each DISC brake
take brakes off and calipers off, next rotors should come off easily.
The majority of the stopping power is performed by the front rotors. I would start by replacing them.
