The majority of the stopping power is performed by the front rotors. I would start by replacing them.
If it is a Toyota, they do not know how to fix the squeaking brakes either. Even after replacing all the pads and machining the rotors and rear drums
With the wheel off, remove the calipers, then the rotors just come off.
Probably warped brake rotors. They can be taken off and machined true or just replace with new rotors.

IF IT DIDN'T START UNTIL THE ROTORS WERE REPLACED, THERE MAY BE RUST BETWEEN THE HUB AND ROTOR. IF THE TIRES WERE ROTATED AT THE SAME TIME, YOU MAY JUST HAVE A BAD TIRE THAT WAS ON THE BACK, AND NOW IS MORE NOTICEABLE ON THE FRONT.

I just remove my Front Rotors (03/11/07) out of my 98 Ford Expedition XLT. I rented a 3 Jaw Puller from Auto Zone and a bottle of PB Blaster and a sledge hammer it only took about one hour or less to take both off... The way I removed the Front Rotors was ... 1. I put lots of PB Blaster in the back and the front of the rotor to be removed. 2. I put plenty of tension with the 3 Jaw Puller... 3. I hit the back of the rotor with the sledge hammer... And it came right off...
I have an 01 Deville, which I just replaced the front rotors. Not sure if you need to replace the front or the back rotors...for the front it's easy. After you've removed the tire(s), remove the caliper from the bracket. This is done by removing the 2 bolts on the back of the calipers. FYI, all the bolts back there are 15mm. They're on there tight, so use a breaker bar. Once you've removed the caliper, you need to remove the caliper bracket in order to remove the rotors. The brackets are held on with 2 more 15mm bolts on the back side of the brackets. These puppies are on there! The bolts are installed with loc-tite, so you'll need to whack each one before you start cranking on them. After you've removed the bolts, the brackets will come right off allowing for you to remove the rotors.
