It was $15 million. Napoleon sold Louisiana for $5 million plus $10 million for the city of New Orleans. He never consulted the French Counsel or National Assembly on the matter, since they would have refused by a majority. He was in dire need of quick cash at the time for the financing of French Wards.

The Louisiana Purchase
It was violated because it did not say anywhere in the Constitution that the president could buy or sell land, But after much consideration he did make the settlement. The argument can be made that the Louisiana Purchase by President Jefferson was unconstitutional since there are no rights listed for the President to expand the borders of the United States. Supporters of this action however argue that Jefferson was acting as a treaty with France and Spain in the purchase and therefore it was constitutional.
The Louisiana purchase did not really challenge Thomas Jefferson's presidency, but in fact helped it. He bought it extremely cheap off of the bankrupt French and used it to execute American expansionism. The only problem that came out of it was the Indians, which would pose a much larger problems in later presidencies.

15 million dollars was the price paid for the Lousiana Purchase.
the Louisiana purchase was vital towards the expansion of the US so Jefferson used the elastic clause as justification for his purchase because a president doesn't have the right purchase territory. The elastic clause is pretty much implied powers. However, Jefferson was a man of his word and a man of the Constitution so it was debatable. But in the end his choice led to success for the US so its disregarded now. Source: I did a research paper on it
When Jefferson bought the Louisiana Purchase, he went against the 10th amendment. The 10th amendment states that any power not stated to belong to the federal government in the constitution becomes a power of the state. There is not a place in the constitution that says that the president can buy land. So to avoid going through the process of having every state ratify (or vote for and accept) the purchase, he called it a negotiation to avoid it. Also, Jerfferson always said how he didn't want the government to have too much power and he wanted to keep the countery small and unprogressive. People said he abandond his beliefs when he bought it. Hope this helps! :)
