Yes, numerous times. It is very rare, but not unprecedented. The amount of snow falling on October 29th, 2011, however can be considered record breaking for the month.
February, technically, but it really varies depending on the year. January and February average almost the same amount, but there are years when December or even March have had the most snow. In other words, depends on the prevailing winter pattern.
Depends on where you live. I spent 35 years in NW Bergen county where we averaged 36" of snow a season over a 30 year period. Of course what is a snowstorm? Over 2", 3, 4 etc...I would say the average snowfall is around 3" which is about 12 falls per year in that part of the state. But that includes the 20" STORMS and the 0.5" "storms".
