Carrot seeds are a couple of bucks a packet or so. Not too much. It will cost a bit more if you mail order them owing to shipping. Your local nursery or big home improvement store should have them, and a lot of smaller hardware stores stock them in spring.
This depends on who sells it and the season. Store A could sell it for $1 because they bought it for 90 cents, and Store B could sell it for $1.50 because they paid $1 for it. Store C could have a produce blowout and sell it for 50 cents, but bought it for 80 cents. Also, the price will be higher during the off-season, when carrots are not in their natural growing season.
Carrot seeds are not manufactured. All seeds are made by the plants themselves.
