All actual employees, regardless of how much they make, are supposed to receive a W-2. Independent contractors don't ever get a W-2 at all; they get a 1099 instead, which is not required for small amounts (under $600, I think, but you should consult a tax attorney before relying on that figure).
I am an IRS seasonal employee and have not yet received my W2. We are supposed to receive them before January 31.
