I was reading the Va rules of the road Driver's manual and I didn't see anything about an weight but it did mention that children age 6-15 to be properly secured in an approved child safety seat, booster seat or safety belt, no matter where the child is seated in the vehicle.
Children 12 and under are safer buckled up in the back seat.

MayaTwo's answer: Each state has different child seatbelt laws; Some requirements are: 60 pounds, 66 pounds, 80 pounds, 100 pounds, etc. Some requirements are by height instead of weight.
There are state and Federal Laws mandating a child's seating position and the use of child restraints systems. The current recommendation is a child restraint system (car seat / booster seat) for children up to 14 years of age or up to 80 lb.
This goes hand in hand with children in the front passenger seat - as air bags and most child restraint systems should not be used together - therefore a child under 80 lbs belongs in the back seat, if available.
Federal Motor Vehicle Safety Standard (FMVSS) No. 213 - Child restraint systems, are recommended for children up to 65 lb. and at least 8 years of age.
