You cant tell by the weight you can tell by looking at your puppy's ear and paws if the paws are big than you will have a big dog but if both the ears and paws are big tahn your going to have a very big dog, this doesnt work when the puppy is first born they have to be a few months old.
That is way over what a German Shepherd should be!
An adult should be only 75 - 95 pounds, consider feeding him less.
At 3.5 months mine is 20" tall. He is a big boy.

A German Shepherd puppy should have a mix and hard and wet dog food. One scoop of them mixed together twice or three times a day will suffice.
