Most often this is not so. However, there is no rule against this occurring.
Baptist churches are democracies. The church elects the deacons after recommendations by the congregation or pastor. The pastor is NOT in control of the church the members are except in Baptist churches that are called "independent" and are not affiliated with a large convection like the General Baptist or Southern Baptist. This is done so the pastor can not take too much control of the church. But the church members can vote to remove a deacon. These types of things are done at business meetings in the church.

Usually marriage counseling can be free of charge if you are a member of a church. Pastor's usually are trained in biblical counseling. If you are in a church where the pastor is a credentialed minister, this is a great resource for marriage or family counseling.
Depends on the church and the pastor of the church. I pastor a church and don't charge anything for our members to get married. However, I do expect them to tithe as the Bible asks them to. I don't perfrom a marriage ceremonies for non-members except for special circumstances. I still don't charge anything.
The Deacon is usually the right hand of the pastor. In the absence of the pastor the chairman of the Deacon Board or ministry is in charge. If the church is for any reason without a pastor the deacon(s) are in charge. That is spiritually, financially, and will give counsel when necessary. In many traditional baptist churches the deacons pretty much run everything, this often includes the Pastor, as he answers to the Deacons. The deacons in the baptist church are the only other ordained ministry other than the pastor. Therefore the relation of the Deacons and Pastor are usually very close.
I'm Baptist. In our church, deacons write the bylaws along with the pastor. If for some reason the pastor disagrees then they have a discussion over the matter. then the church as a whole can vote on it in a business meeting. In an independent baptist church the pastor can override any or all deacons if he believes it is following God's will for the church. In a southern baptist church the pastor pretty much has no say over the deacons. He can however put in a "vote" to have deacons removed if he believes they are not follwing the will of God. Bylaws do not change often because they are a huge hassle and it does not really need to be changed often because it should be really close to the Word of God.

Pastor Tims is not allowed in the pulpit of his church until the issue is further investigated and looked into. Not much has been said about the matter, but it is definitely known in the community, and at church. Not much has been said because not much is known in particular about the affair itself, besides the fact that it did actually happen. Every individual situation is unique, so there's no real right answer for that question. A lot of times the pastor of a church is involved in the finances because he knows what the church needs. Put a lot of prayer into it. No one person should be in total control of the finances though
