Added: In the SE area of the US the above is a good round estimate. Had to have this done to mine about 4 months ago. The cost can actually be increased by the necessity to repair or replace any of the associated mounting hardware, and the need to color-match the bumper to the body paint.

Replacing a Side Rear BumperThere should be just a few screws underneath the cover on the insied or i think its a bolt that's welded on with a nut.I'm not sure cause I just took mine off to put on a custom bumper. It looks much nicer than all the ones out there.
The only way a bumper can create smoke is is it is trailing on the ground. There are no 'mechanical' parts in a bumper. The end of the tailpipe is probably located right under the bumper and what you are seeing is smoke from the exhaust system. You should have the vehicle checked out as smoke from the exhaust is usually not a good thing.
It will get hydrolocked and that can cause damage all the way up to the engine if attempt to start. Need to ether drain lines or replace.
