For regular-size and regular-weight letters, a safe bet is always that 3 US stamps will get the letter to its international destination. To calculate specific postage, check the website of the USPS -- the United States Postal Service (see Related Link).

As of 3 September 2012, the letter rates for Singapore to Europe are S$1.10 for any letter that weighs 20 grams or less. For every additional 10 grams, add S$0.35 to the S$1.10 base price.

So, for example, a letter weighing 12 grams would require S$1.10 in postage, and a letter weighing 55 grams would require S$1.10 + (S$0.35 x 3) = S$2.15.

Postcards cost less. If you are sending postcards, they all cost S$0.50 each to wherever in the world, except for Malaysia (postcards to Malaysia are S$0.30 each).
