If you take it to a dealer, it will probably be around $1500. It's a hard job because of the transverse engine. The first time it happened to my '95, I discovered in a Consumer's Report magazine that Ford had an extended warranty on the problem, and when I submitted my bill for the service, and all maintenance receipts, they reimbursed me in full.
The SECOND time it happened (years later, but it does keep on happening), there was no warranty, so I did it with a mechanic friend of mine. It took five afternoons, and it cost me around $3-400 in parts, plus $80 to resurface the head assembly at a machine shop.
If you normally do work on cars, it's not too difficult, just real inconvenient and your back will feel it after a day or two's work. The work against the firewall is a knuckle-scraper, and torquing bolts near impossible.
Perhaps Ford has an extended warranty on the '99, but it's probably too late. The problem stems from their use of an iron engine block and an aluminum head.
