This is a personal opinion and many may not agree or have a different situation regarding taxation in their won country
Smokers spend a lot less over a lifetime than non-smokers, as they don't live as long. They also - in my country (NZ) - contribute significantly to the government's income by taxes which help support the health system. Here smoking is a win/win situation, much less drain on the economy than non-smokers.
