When the computer detects a malfunction it will default into second gear only. Check the codes and that will give you an idea of causes.
You will need to make a resistance wire, I believe it's 5 ohms for the ignition, to fool the anti thieft computer into believing the key, which may have a chip on it, has been inserted. It is believe me somewhat complicated.
I believe it is 32 psi.
It's located directly under/behind the main fuse block in the glovebox. It's on a separate fuse block which holds flasher, door chime, etc.

OBDII was mandated on all cars by 1996. Some 1994 and 1995 models had an OBDII port, but most (if not all) only provided OBDI information. These were called OBD1.5. I have never seen a 1993 model with an OBDII port.
