It will improve dramatically if you just pay it off to under 30% utilization of total credit. However if you have the money to pay it off do not pay it off all at once. Take six month and make equal payment (i.e. you owe 1000, make payments of 200/month) This will do a lot better for your credit score.

How does over paying your credit card affect your credit score?

There is no such thing as "over paying" a credit card unless you are paying more than the total amount owed. If you mean to pay more than the minimum, it is always a good idea to do so since most credit card minimum payments are stretched over many years. (and that's if you don't use the card during that time!) Also, if you continue to pay more than your minimum and your total balance decreases (and all other things are the same) your credit score will improve because you are "paying off your debt" and you are able to handle the debt you have. If you pay more than the minimum but your balance doesn't decrease you score may still improve, but not as much.

If you have low credit will getting a credit card and paying it on time up your credit score?

Yes, by taking out a credit card, charging an item(s) to the card and paying at least the minium balances due on time, your credit score will eventually improve. Just be sure that you can afford the monthly payments and mail it in enough time so its received on time. On way to ensure timely payment is to authorize the credit card to deduct the minimum amount (or more if you desires) electronically each month.
