Maybe the child has "micropenis" but i dont really think the penis is suppose to grow much before puberty.
It varies for everyone. There is no set amount.
It is unlikely that it is the exact same size, but it shouldn't have grown much. Boys' penises grow very little until they start puberty, so the penis of a prepubescent 10 year old would look very much like a 6 year old or a 3 year old. Once he starts puberty his penis will start to grow rapidly, and within a few years will become nearly adult in size.
