It is best to go outside and exercise your German shepherd twice a day for 1-2 hours at a time but if your dog has little energy then i would exercise him/her twice a day for 30 min. but if he has a lot of energy than you should exercise him/her twice a day for 2 hours. But you should NEVER exercise a dog once a day for 4 hours so that you wont have to go twice a day for 1-2 hours because exerciving to much can cause your dog to have a heatstroke which can be fatal.
