Right now Naruto has been busy with other things like controlling the Kyubbi, the Ninja War going on, Tobi/Madara problems, and the issue with Sasuke still. He isn't worried right now about becoming Chuunin. In everyone's eyes Naruto is a Chunnin and maybe even more. He has done so much for the village and for lots of other people that he's met.
Rock Lee is stronger than Sasuke for a limited amount of time in the chuunin exams. After that, Sasuke is always much stronger.

Simple, Naruto and the rest of the gang look older and more mature. Naruto, for example wears a black and orange jumpsuit thingy rather than blue and orange. Sakura ditches the whole dress thing, and Choji wears more protective clothes. The only people who really don't change much are Lee (who only adds the Chuunin vest) and TenTen (who merely changes color in the anime). If you watch the anime, the Episodes will be titled as Naruto Shippuden or Naruto 221-. Good enough?
After the two and a half year timeskip, Naruto returns to the Leaf Village. Things have changed. Sakura has been trained by Tsunade and everyone is either Chuunin or Jonin by now. Gaara is even the leader of his village, the Kazekage. Sasuke has been trained by Orochimaru and has gotten much stronger. A former ANBU, Sai, joins Naruto's Team and a new sensei leads them while Kakashi can't. His name is Yamato. Sasuke still wants revenge and Naruto wants Sasuke back.
to much suprise naruto is actually a genin because when he was gone with Jiriya he missed all the following chunin exames But then again why would Tsunade-sama want to see all his techniques against Kakashi so quickly. Maybe fighting Kakashi was a test to become a chunin. Naruto did use his brains alot more than sakura that time didnt he?
Hinata shows up around episode 40 but she is still incredibly shy of talking to Naruto. In episode 33 of Naruto shippuuden she still blushes and loses conscious when she mis-hears Naruto (amusing). In episode 166 (Manga Chapter 437) Hinata confesses to Naruto, but we won't see anything of this develop for a long time as the Manga (which is much farther ahead of the Anime) doesn't touch on the Hinata*Naruto thing as far as I've read (Chapter 500)
