You really shouldn't buy a newborn puppy. Puppies need to stay with their mothers for some weeks after birth to get important nutrition, antibodies and social training from their mothers. Anybody offering to sell you a new born puppy is irresponsible and not acting in the best interest of the animal. I would not buy a dog from such a person due to concerns about what else they might have done wrong in the breeding of the mother.

An unregistered pup above 8 weeks can sell anywhere between $100 and $500.
If the pups younger then 8 weeks, forget it. No reputablebreeder and no responsible buyer will ever sell/purchase a pup of any breed younger then 8 weeks. A dog sold that young will most likely have temperment issues and was very likely to have been poorly bred. If someone is offering to sell you a pup less then 8 weeks old, it's a scam.
If the pup is older then 10 weeks, the price is usually a lot lower, often dropping a good $50-$100 off the original price. Puppies that are a year old are often sold rather cheap unless they are proven show and work dogs.
New born puppies should not be removed from their mother until they have been weaned.

A well breed Pyr can cost $1000 or more. If they cost any less they have not been breed properly nor have they been taken care of while pups.
when a dog or puppy has a dry nose, it means that the dog/puppy is sick. when my dog was a puppy, she had a dry nose often, but also didn't much and didn't act sick. if your puppy does not drink water often, try having it drink a bit first, if this doesn't help, i would see a vet.
