If the installation is Windows, then it makes no difference, the OS will simply adapt the installation as long as it is a clean install from the install disk, however the drive can not simply be swapped out and booted, as some anti-piracy components of Windows will erase the installation, along with the fact that the drive will very likely not fit.
Just insert your Vista DVD and start installation from Windows Xp, choose new installation and choose that hard drive where to want to install Vista (your second hard drive). Vista will make all required jobs including boot screen to choose which OS to boot. Before you start, please, bakc up all your data from your hard drive(s).

You can re-install Windows 7 (or a different OS over Windows 7) by mounting an ISO disc file to your ROM drive or by placing the Windows 7 (or a different OS) installation disc into your physical ROM drive. When you install Windows over Windows it will create a Windows.old folder in your C drive directory which contains all of your old files from your previous installation.
