If the installation is Windows, then it makes no difference, the OS will simply adapt the installation as long as it is a clean install from the install disk, however the drive can not simply be swapped out and booted, as some anti-piracy components of Windows will erase the installation, along with the fact that the drive will very likely not fit.

It installs to C:\ because that is the drive you told it to install to. If you want to install it to another drive, simply choose a different drive letter during installation. Note that if you choose an external drive, the game will likely not work on another computer if you move the disk.

If you are trying to format the hard drive completely for another person, then simply place in a operating system install disc. During installation, pick a clean install. It will ask you which hard drive you would like to install to, and at that time you will be able to format your hard drive. You may continue to install the software if needed, or you can simply quit the installation process there. If that is not an option, you can try hooking the HDD up to another PC via SATA and format the HDD under My Computer in Windows.

Before you install windows you have to create at least one partition and format it. After that during the windows installation process choose the partition which you created earlier for windows to install itself over there. Also you have to have all required drivers for your hardware (monitor (not always needed), video card, sound card, ethernet, wireless and so on) which you have to install when the installation process is finished. You might need specific drivers for your equipment such SATA (AHCI, RAID) or SCSI.

Some programs can just be copied from one drive to the other. However, most programs will not work this way. You will probably have to uninstall the program from your master drive and then install it on your slave drive using the program's installation disk.

You can re-install Windows 7 (or a different OS over Windows 7) by mounting an ISO disc file to your ROM drive or by placing the Windows 7 (or a different OS) installation disc into your physical ROM drive. When you install Windows over Windows it will create a Windows.old folder in your C drive directory which contains all of your old files from your previous installation.

A clean install that overwrites the existing installation has some advantages; one advantage is that you get a fresh start. If you erase everything (format the hard drive), then you are assured that the registry, as well as all applications, are as clean as possible.
