A Bobcat loader that will not lift or tilt probably is low on hydraulic fluid. Check the hydraulic fluid and fill to the recommended level.

Your hydraulic fluid level is low, your hyd. pump is weak, your hyd. filter needs replacing, there is a spring release that is activated by hydraulic pressure under the machine, above the transaxle, if it does not receive enough hydrulic pressure, it will not release completely..
if you are referring to the sight glass when the tractor is running the fluid will not be seen in the glass because it will be in all the hydraulic lines and pumps

In the front part of the hood, there should be a metal flapper that you can lift up. There will be a cap below it, that is where you add hydraulic fluid.
