Milligrams are a measure of weight not capacity so you would need to know the density of the fluid. If the fluid is water (density 1g/mL or 1000kg/m^3) 1mL would equal 1mg so 100mg would be 0.1 litre. If you know the density you can find the volume in litres using V(litres) = weight(g)/density(g/cm^3).
