If you assume all the pennies are made after 1982 you can use the 2.5 gram figure, plus the fact that 1 pound = 435.6 grams, to figure out the exact value.
Because you're only using a single decimal place I assume you're referring to 21.6 pounds by weight and not £21.60 by value.

Each bill weighs one gram (I actually weighed a 1, 10, and 20), no matter what demonination. There are 454 grams in a pound. So it would take 454, 20 dollar bills, or $9,080. Also the US Bureau of Engraving and Printing agrees with this calculation, check out the link.
