Anything from the Franklin mint is overpriced and not worth nearly as much as their sales prices. The only coins from Franklin worth anything are those made with silver.
Scrap metal dealers would give you $6,100-$6,800. It is 100 1,000 grain ingots; 208 troy oz. Silver is ~ $40/oz so thats $8,320 scrap metal, but its sterling silver at 92% silver. Also since they are ingots in a centennial collection set they are worth a more as a premium. Another thing is certificate of authenticity. So the Value would be end $8,000- $9,000.
