Put up a fence....talk to the owner about keeping their dog in their yard.....call animal control to pick it up if it's running loose. This is the owner's fault, not the dog's.

if large dogs seem to be threatening your small dog, it isnt your dog's fault for running away. if you see a larger dog running towards your dog, just pick him/her up... theres not really much else to do if your not the large dog's owner
It does make a dog healthy because the dog is running and running is a good excersice but you cant let the dog chase cats a lot because exercising to much is bad and can cause bad things to happen to the dog
It is not as clear cut as you might think. It depends on the situation. Was your dog on your property or running loose. Did your dog find its way on the the property of the other dogs owner. Were they both loose running the streets. In any case, I am pretty sure of one thing. If this went before a judge, I believe he/she would indicate that each individual is responsible and accountable to keep their dog under control no matter what the situation might be. It may be a no win situation for both sides.

Dogs running loose may have been having to fight for their lives, fight over food, or fight over territory. They would fight your dog if they thought it was taking away what it needed like food, water, and shelter. When dogs fight they growl and bite each other, sometimes the bites can be very bad. Another thing they can do, if they are not "fixed", is mate with your dog and create puppies that you may not want or be able to take care of. They can't usually do much to hurt your dog if your dog is in its fenced yard, though, as long as the fence is sturdy and the dogs can't get over or dig under it. If your dog is also running loose there is more problem, and it is more likely something you don't want to happen to it could. Keep your dogs safe by always having them on a leash or in a fenced yard when outside. And be sure that your dogs are "fixed" so they can't make babies.
