I assume you mean the fuel gauge that tells you how much fuel there is left. The reason is that the fuel sensor is stuck. This fuel sensor is a mechanical fuel sensor that rises with the fuel level in the gas tank. A really ridiculous design for a fuel level sensor. It gets stuck and you will need to replace it. Its the same amount of time to replace it as to replace the fuel pump. Just leave it until the fuel pump goes bad, then you can do both.
It depends on how much it moves. The fuel level will vary a little not much just from everyday driving. But if it is going from full to empty and back to full and so on a so forth. Then it is your fuel level sensor on your fuel pump. It primarily monitors the float that is in your fuel tank. It if is bad then the fuel level will vary significantly and with no pattern.

Hi, 95% of the time (or more), the problem you describe it caused by the Fuel Level Sensor, which is mounted on the fuel pump assembly. This assembly is mounted inside the fuel tank (at the top), so the tank will have to be drained and removed to replace the sensor. The 'good news' is that the sensor can often be replaced separately from the entire assembly, so it is possible to keep the cost down, at least a little. Good Luck, Greg
