The "Mercury Head" design was only used on dimes minted from 1916 to 1945. The design used on quarter-eagles from 1840 to 1907 is simply a representation of Miss Liberty.
These coins were actually called "Large Cents" and were about the size of a half dollar. They had a picture of Miss Liberty on the front and ONE CENT in a wreath on the back.
