Yes, they did. Britain manufactured German Krupp fuses for their artillery under license. After the war, Krupp took them to court, and Britain was charged a cost per shell. To figure out how much to pay, there was a formula worked out for how many shells were fired to kill a German soldier. Then the number of Germans killed by the British was agreed to, and the amount was fixed and then paid.

This is difficult to answer because there is more than one type of artillery shell. There are shells for piercing, for explosive effect for illumination etc. Generally speaking those for piercing would have a greater percentage weight, though not by as much as you would think because they are more massive and therefore need more propellant for the same range.
