Asphalt is simply a mix of tar and aggregate, so regular asphalt will be pretty rough on most standards. The more one works on the asphalt when it is laid the smoother it will be. For instance one can press it with a roller to make a nice even surface and get any inconsistencies out of the asphalt. However, this will take more time and money that one might not be willing to pay.

Drum brakes I assume? First spin the drum around and take note of how much drage on the drum you have. You should have slight drag but not too much. Now you'll have too look at the drum. There will be a hole in the drum. Slowly spin the drum until you can see a gear, take a screw driver and turn the gear a few times. Spin the drum until you see the second gear which should be more then 8 inches from the first I would guess. Adjust the second one the opposite way of the first one by turning the gear the opposite way of the first one. As you are doing the gears every now and then stop and spin the drum around to feel how much drag you have on it. You should have slight drag, but not too much. If you have no drag at all you are spinning the gears in the wrong direction.

What is emulsified asphalt?
Asphalt must be liquified before it can be pumped through pipes, mixed with stone aggregates, or sprayed through nozzles. Heating is one way to liquify asphalt for construction purposes. But when asphalt cools, it becomes a semisolid material. There are other ways to liquify asphalt for construction operations. One way is to emulsify it with an emulsifying agent and water. In the emulsification process, warm asphalt is mechanically milled into very very small globules (5-10 microns and smaller) and dispersed into the water treated with emulsigying agent. The emulsifying agent keeps the asphalt globules apart from one another and suspended in the water which allows the asphalt to be used at room and cold temperatures. After the emulsified asphalt is sprayed onto a surface or mixed with aggregates the water evaporates and leaves only the asphalt residue behind to cement the aggregates together or waterproof the surface it was sprayed on.
