The Allies occupied large parts of the country to enforce these conditions.

As much as the bat itself is worth, and maybe a nickel or so extra for the signature. Graham Lloyd had a 30 W-36 L record and an era over 4 as a reliever, so I can't see that as adding any significant value. But that is just my humble opinion.
