You're switching from weight (pounds) to volume (cups). Different things have different weights. A cup of flour (sifted) for example is 120g while a cup of water is 238g, almost twice as much. So it entirely depends on 14 pounds of what. Let's switch it up to 15 pounds for simpler examples. So a 15 lb dumbell at the gym would probably take up three or four cups if you melted it down but 15 pounds of flour (picture three 5lb bags) is obviously a whole lot more than four cups.
