the connection speed is still 400kbps and the speed isn't divided it is shared so if one computer is streaming video that computer may use a larger portion of the 400 kbps.
The time depends on what is to be downloaded. If the size of the file is greater than more time would be taken.
I think it would be connection sustainability and also download speed as well.

Well, your download speed depends on your internet connection, and your internet connection (speed) usually depends on what "plan" you have and/or how much you pay. If you feel that your speed is too slow, it's time to get a new, more expensive, faster "plan" from your Internet Service Provider. What the hell, 20-30 hours?!?! What are you using, dial up? Well They updated the download thing it only takes 20-30 minutes now
its pretty good. i have a .7 down and a .3 up and i game online just fine. i cant host games very well though. I cant download large files without it taking like 2 days. but ya, that connection is decent
