Latias is on Southern Island. To get there, go back to Petalburg after the Elite 4 and go to the Pokemon Center. Talk to the guy next to the PC and tell him 'MYSTERY EVENT IS EXCITING.' Now save your game and reset and select 'MYSTERY EVENTS' and scan the Eon Ticket with the e-Reader on another GBA. Then talk to your Dad who will give you the Eon Ticket to board the Ferry to Southern Island. Latias is there. (Lv50, Soul Dew)
Latios roams Hoenn after you beat the Elite 4. If you're lucky enough to find it, use the Master Ball immediately as it flees after one turn. (Lv40)
Get a Wailord and a Relicanth and surf west of Pacifidlog and be washed away by the current. There's a small spot surrounded by rocks where you can dive. Go up where the Braille is and you're in Sealed Chamber. Now go to the far north and use dig at the braille. In the next room, go to the braille far north and interact with Relicanth first in your team and Wailord last. Now the caves will be open.
For Regirock, head to Route 111 and go to the cave to the south of the route. Go to the Braille and move 2 spaces right and 2 down, then use strength for it to open. It is here. (Lv40)
For Regice, go to the northwest of Route 105 and you'll be in Island Cave. Interact with the braille and do nothing for 120 seconds to open the door and catch Regice (Lv40)
For Registeel, go to the Southwest of Route 120 and go to Ancient Tomb. Stand in the middle of the area and use fly. In the next room lies Registeel. (Lv40)
