1999-2003 only a 2" leveling kit is needed to house the 35" tires. It looks sharp, those beasts WILL NOT look crowded.
You will need a minimum 3" lift to have 33" tires clear when making tight turns. 31" tires will fit with not modifications.
35" Tires will require a 6" suspension lift to clear with no rubbing. A cheaper alternative is a 3" body lift, and 33" tires, although not as appealing.

You can fit 35" tires with no lift if you don't mind cutting the fenders out so they won't rub. With 4" of lift you should be able to fit 35" tires if you use the correct wheel backspacing (about 4 1/4"), and only have them rub a little bit if you get one wheel stuff way up in the wheel well and have it turned all the way one direction or the other. 6" of lift will clear even with incorrect backspacing on the wheels.

This all depends on whether you have a lift kit and whether you want to cut away at your truck to fit large tires. If you keep it stock, you'll eventually get to a point where you have to cut away at the wheel well so that your tires can turn. If you have a lift kit high enough to clear your tires, you shouldn't have a problem putting any size tire.

Are you serious? The size of the lift has nothing to do with what gears you need, it is the size of the tires, what engine you have, and what size tires were originally on the vehicle.
No, with a 3" body lift on a 03 sierra you can only clear like 32" or 33" and they'd rub a little bit. Speaking from experience on this one.
