Unknown. Chichen Itza was a Mayan city founded on the Yucatan Peninsula, Mexico between 750 and 900 AD. It "collapsed" around 1250 AD but remained as a pilgrimage site by the Mayan people until 1531 when that area of the peninsula was conquered by Spanish conquistadors.

There is no answer to that, just as you cannot answer 'what did it cost to build London". The Maya people never 'budgeted' the creation of the city. The only thing you could try to do is calculate what is would cost today to build a replica of Chichen Itza, but that would not answer what it cost - in real terms, and over a period of hundreds of years, disregarding 'free' slave work etcetera - to build the original city.
