If its the newer 1999 jetta, it takes somewhere between 4 and 5 quarts. When I change my oil I always put a little over 4 quarts and then check my oil level. If its low I keep adding more until there's enough. Sometimes it takes a little while because you have to crank the car to let the oil circulate for a little while and then shut it off and let it sit. That way you can tell how much oil is really in there.
