The width determines if the tire will fit OK on the rim, if it will fit OK in the wheel arch, and the amount of traction it can offer. A car that gets too much traction can flip instead of slide when turning hard, which is more dangerous.

Exactly what it sounds like. The tire isn't perfectly round, and has become more egg-shaped. It can cause vibrations, howling/thumping noises, etc. These symptoms will get worse the faster you drive. You can try having your local tire shop balance the wheel (usually about $10), but if the tire truly is out of round then you will have to replace it.

If done right it's probably ok. Plugs are technically meant to be a temporary repair, the best way is a plug patch combo, its a little more expensive, but much less chance of tire failure in the long run.
