How do you evolve feebas if your beauty is not maxed out and it's sheen is full?
You can't evolve Feebas if it doesn't have enough beauty to evolve and if it has full sheen. [EDIT] Like the person above me its impossible (wish they had berries that decreased sheen along with EVs would be so much more convenient), if you messed up with this feebas you can always breed for a new one if you have a ditto (if its male). If it's female, you can breed it with any other male compatible species. Try to breed for one that has a nature that likes dry berries so it's easier to increase the beauty stat. Like modest for example. You don't have to but it will be a lot easier to evolve in the long run, I've bred and trained several feebas and evolved them myself and traded some to my friends.
How to evolve feebas?
In Emerald/Ruby/Sapphire You must evolve Feebas,probably the rarest none legendary Pokemon ever. To catch feebas, you must Super rod on route 119 and Feebas can be found on 6 random tiles depending on the catchy phrase in Dewford town i suggest you super rod each tile 2 or 3 times as i did and found a Feebas colony after an hour and got male and female so i could breed. the catchy phrase i used was "Count On_Me" and found a clony before you reach Fortree town when you go down the steps shortly before the waterfall and use surf and go a few steps down(as much as possible til you hit the wall, go right intil in front of the first tree/shrub and super rod right there. If that doesnt work kepp looking for tiles or try a different catchy phrase, if the dude wont want to change the catchy phrase just keep trying tiles. To then evolve feebas you must maximize its beauty by feeding it blue/indigo pokeblocks. Once done, Feebas will evolve upon level. Good Luck.

Well, I got my Feebas in about 2 hours because you never know which tiles the Feebas usually hang out on (they changes everyday). I searched in the lake closest to the long grass. I CHECKED THE WHOLE DANG LAKE AND ONLY FOUND 1 FEEBAS! To catch Feebas you have to be a patient person because it takes a REALLY LONG TIME TO FIND. I ended up catching a Lv. 27 female Feebas. I fished with a GOOD ROD! In case you don't have one you get the good rod by Mauville city. Once you get surf you can cross the lake and talk to the fisherman on the other side. Back to the 'Feebas catching'. I fish with a super rod on almost half the lake and then I tried the good rod. I hope you get as lucky as I did and catch a really strong Feebas! P.S. To evolve Feebas just raise it's Beauty as much as you can! Good Luck! if you just want to see a feebas when you battle the eighth gym leader cross the first bit of ice the walk on a square block of ice twice on the second bit and there will be two trainers the one on the right has two feebas's.

Mine evolved at lv. 53 it depends on how much you nurture it. If you care for it (i.e. go to a salon, give it berries, train it every day, never put it in a computer, etc.) it will evolve at a fairly early level.

I would assume that it has something to do with the way you preserve the berries and at at temperature you keep them at.
