The postage rate in 2006 started off at 37 cents. It was raised from to 39 cents on January 8th. The second ounce of postage was then increased from 23 cents to 24 cents.
That is too many pages for a regular envelope. For USPS needs to be a Large Envelope. See http://postcalc.usps.gov/ for calculations based on weight and zip codes. If regular 20lb copy paper it is probably about 24 oz, about 1.5 pages per oz. Divide page count by 3, round up to the next whole number, and double it = estimated ounces.
It would have been 32 cents on that date for first class postage. A post card would be 20 cents.
