It depends on the version, but for Photoshop CS6 Extended, at least a minimum of 8gb's RAM on a 64 bit system, multi-core processor, and an Adobe certified GPU wth at least 1-2gb of VRAM. Adding to that, I'd personally recommend at least 2 internal hard drives, one to be used as a scratch disk.
I've added the link to the System Requirements for Photoshop at Adobe below, and those requirements are for the 32-bit version of Photoshop (not Extended).
Note though that when Adobe means "Minimum Requirements", that's EXACTLY what they mean; the absolute bare minimum to start and run the program. Anything else, such as actually doing any work, you're on your own.
My point is, don't try to go cheap and expect you're going to get any performance out of it. If you don't have enough power or can't afford it, then just go with Photoshop Elements, unless you're looking at doing professional work.
